Fue creado, junto con otros cinco institutos similares. Por ley N\u00b0 5538 del d\u00eda 7 de Noviembre de 1949, reglamentada por Decreto 6088 del 30 de Marzo de 1950. Inici\u00f3 sus actividades el 1\u00b0 de Agosto de 1950.
